Lira High Court Judges Inspect Courts Across Lango Sub-Region

The Head of Lira High Court Circuit, Lady Justice Margaret Apiny, together with Resident Judge Lady Justice Sarah Birungi Kalibala, conducted a routine inspection of Magistrates' Courts across the Lango Sub-region, covering Alebtong, Dokolo, Aduku, and Apac. This is part of ongoing efforts to strengthen service delivery and uphold standards in the administration of justice.

The inspection team, which included HW Ogenrwot Michael, Magistrate Grade I Research, was received by judicial officers at the respective stations. HW Kizito Deo received the team in Alebtong, while HW Muzeyi Vincent welcomed them to Dokolo Chief Magistrate's Court. At Aduku, the team was received by HW Ogwal Smith, Officer in Charge of Station, while HW Adeke Janet Ruth welcomed them to Apac Magistrate's Court.

During the visits, the Judges undertook guided tours of the court premises to assess the adequacy and functionality of key facilities, including courtrooms, chambers, registries, archives, exhibits stores, and holding cells. The inspections focused on evaluating the suitability of infrastructure in supporting efficient and dignified justice delivery.

At Alebtong, the team paid a courtesy call on the Chief Administrative Officer and the Mayor of Alebtong Town Council, appreciating the local authorities for hosting the Chief Magistrate's Court and for allocating land for the construction of a new court facility. The Chief Administrative Officer commended the Judges for the visit, noting it was the first of its kind during his tenure. He highlighted the strong working relationship between the district leadership and judicial officers. The team also toured the ongoing court construction site.

In their engagements with judicial officers and staff across all stations, the Judges commended the personnel for their commitment and efforts in maintaining functional court operations despite prevailing challenges. They also provided guidance on areas requiring improvement to enhance service delivery.

Judicial officers at the various stations expressed gratitude for the support and guidance extended during the inspection and pledged to implement the recommendations made. They, however, highlighted key operational challenges, including staffing gaps, the need for enhanced ICT and CCAS training, and the lack of alternative power sources. These were cited as factors that continue to affect timely processing of records of proceedings and updating of case management systems.

In response, the Judges assured the officers that the concerns raised would be escalated to the Judiciary administration for appropriate consideration and intervention.
